In November 2024, the Orange County Health Care Agency (HCA) reported seven confirmed cases of Legionnaires’ disease among residents in a northwest community of Westminster, California. The HCA initiated an investigation to identify potential sources of the infections, with suspicions pointing to water systems such as cooling towers, pools, spas, or other water sources in the area.

Westminster Outbreak Overview

The seven individuals affected by the outbreak reside in a northwest area of Westminster. Symptom onset occurred between October 29 and November 8, 2024. The HCA’s Disease Control and Epidemiology team, along with Environmental Health Services, are actively investigating to determine the source of the infections. Potential sources under investigation include cooling towers, pools, spas, or other water systems in the area. 

Legionnaires’ disease is caused by the Legionella bacteria, which thrive in warm water environments. It is typically spread through the inhalation of aerosolized water droplets from sources such as cooling towers, hot tubs, and decorative fountains. The disease is not contagious from person to person. 

Symptoms of Legionnaires’ disease include fever, cough, shortness of breath, muscle aches, headaches, chest pain, and gastrointestinal symptoms such as nausea or diarrhea. The disease can be treated with antibiotics, and early diagnosis is crucial for effective treatment. 

Public Health Response

The HCA has issued advisories to healthcare providers to consider testing for Legionnaires’ disease in patients who develop pneumonia-like symptoms and have lived in, worked in, or spent significant time in northwestern Westminster during the 14 days before symptom onset. The HCA is also working with local businesses and property owners to review and enhance water management practices to prevent further cases.
